Since his fall, Satan’s plan has been to take control of all creation. He led a rebellion in heaven and many angels followed him. God says the heavens are unclean in his sight. In fact, God originally prepared hell for these fallen angels. Since God knew beforehand that Lucifer would rebel, he had a plan to one day cleanse the heavens and restore them to the headship of the Lord Jesus Christ. However, he kept his plan to do so secret, so that Satan and his princes would not know it. God did not reveal his plan to restore the heavenly places anywhere in the Old Testament, so we will not discover it until much later in the Bible.
