This portion in Romans (4:13-17) is discussing that righteousness imputed entirely apart from the law, that it might be by grace. As the Apostle has shown that righteousness is imputed to believers entirely apart from work, and circumcision, he now proceeds to demonstrate that it is imputed entirely apart from the Law as well. All in all, it is confirming that the righteousness is imputed not through the work, or circumcision or the Law of Moses, but it is of by the grace trough faith in the death burial and resurrection of Jesus Christ.
